According to a report from a speech given in 2008, he did.

Chuck Hagel, Obama's nominee for Defense Secretary, is reported to have said in a speech in 2007, that, "The State Department has become adjunct to the Israeli Foreign Minister’s office".

At the time, Republican political consultant George Ajjan wrote about the speech which was delivered at Rutgers University’s Center for Middle East Studies. On his website the following day, Ajjan noted the comments from Hagel. When pressed as to the accuracy of the report, Ajjan told the Washington Free Beacon that he was taking notes as Hagel was speaking. “If I wrote it, that’s what happened at the time,” he said.

Ajjan, who made an unsuccessful bid for Congress in 2004, is a longtime Hagel supporter.

The revelation will cause further doubts about Obama's tip for the Pentagon, who has been embroiled in scandal since he was first hinted at for the job.
